In first screen enter: 1.0.1 or 0.92.3
Online installer will download inkscape-0.92.3-x86.7z and/or inkscape-1.0.1-x64.7z but use them if found in its folder.
Extract and run InkscapePortable.
Settings of installed Inkscape should be preserved.
